My code was opening one connection at a time, then sending the request, then receiving the request, then closing the connection -- all before the next connection was opened. How could this possibly try to open too many sockets? I observed the sequential character of the connections in my network monitor. But even though the data was being requested and received one connection at a time, the replace context was NOT writing the received data to the db like it should have been.
