I asked about this sendmail issue. As my server does not receive mail on this server, he suggested I backup and empty the file /etc/sendmail.cw. I did, and it fixed the problem. Evidently, sendmail checks this file for domains that IT receives mail for. (iTools apparently puts all the domains handled by the webserver into this file.) When it sends mail, if it finds the domain in this list, it checks it's own files for users.
