I looked at your topbanner.inc code and there's nothing wrong with it -- meaning that it should work fine when nothing is blocking access to the online.db and counter.db files. However, I have a very important question for you: How is the data in the online.db and the counter.db used by your company? Is this data ever analyzed and/or used for purposes OTHER THAN to maintain the online status of a logged in visitor? Because if it is not used anywhere else I would just get rid of it since it serves no useful purpose anyways. This would solve your problems instantly.
