I disagree. The long explanation *is* necessary and supposed to be in a good documentation. A reference manual is not for beginners but an often used tool even for the mature programmer. Each function should use its own single page, with detailled description. A serious programmer awaits full information about the behavior of the function, about parameters and their usage, typical examples, some hints, links to related functions and valuable background info.
