Depending on the mail server/ftp etc, you can use webmin (linix based) http://www.webmin.com/ and the optional module Usermin - this lets users access their email (and even read it) as well as configure some other settings. I haven't used usermin much, but it might do what you need. Other mail servers - such a CommuniGatePro (very expensive) let you change your password via its webmail. It also supports ftp for the tied personal homepages.
