Take plenty of time to make very clean code - the extra time is worth it when you replicate the code out among other sites.In Vote.Wa.Gov we used the preferences technique for the last 4 years.In VoteWashington.org we did the same thing in many areas, including the SQL preferences, global preferences and county-level preferences.We send a single variable from page to page to indicate which county we are in; then access the preferences files, and then access a great deal of information accordingly.
