I think you will find that paypal probably offers SDK's for some of the more popular languages, but there is no reason you couldn't build a connection with WebDNA. took a quick look in the technical change history and SSL for TCPCONNECT starts in 4.5.01b... so it looks like you are good there. In short, you'll build an XML file to send via tcpconnect using the SSL option. The newer versions of WebDNA will have some related samples, such as the newer UPS integration.
