Can't load tmpl files

The file you requested cannot be found.When I add a default.html file to the folder, it loads.When I try to load webcatalog/admin or webcatalog/classifieds I get thefollowing error:Error! The file you requested was not found.This all happens with the plugin version. Also, admin applicationreports the following:webcatalog_pi suffix(tmpl) mime/type(html).**************************************************I have loaded the webcatalog folder in the webstar root.
