You could have a dummy home page that had a Javascript that (1) reads the cookie and then (2) writes out a redirect to a .tpl file that happens as soon as cookie is read (put cookie info in the URL). Not elegant and not completely compatible with all browsers, but should work. >Sounds like an interesting approach!
